Experience
Dr Priscilla Mifsud Parker is a private client lawyer and Senior Partner at Chetcuti Cauchi Advocates, heading the firm’s Families & Wealth and Corporate, Trusts & Fintech practices. She advises high-net-worth individuals, business families and family offices on the ownership, protection and succession of internationally held wealth, integrating trust, corporate, tax and residence considerations.
Her professional standing includes recognition as a Women in Tax Leader and Notable Practitioner by ITR World Tax. The Legal 500 features her work in private client and corporate advisory, while Uglobal named her among its Top 25 Global Migration Attorneys for 2025, recognising her practice at the intersection of citizenship, residence, taxation and estate planning.
A qualified Trust and Estate Practitioner (TEP), Priscilla has served as Chairperson of STEP Malta, following earlier roles as Branch Secretary and Chair of its Technical Committee. Her continuing involvement in the branch’s technical sub-committee complements her advisory work on trusts, estates, fiduciary structures and family governance.
Her publications address the practical challenges of preserving family wealth across generations. In The Maltese model, published in STEP Journal, Issue 4 2026, she and Dr Jean-Philippe Chetcuti examine how trusts, private trust companies, holding structures and investment funds can form a coordinated single-family office framework. Her earlier STEP Journal article, How to protect a legacy, considers family business succession, next-generation participation and the interaction between legal structures and family dynamics.
Priscilla’s practice encompasses trusts and foundations, estate planning, family office structures, investment funds and the reorganisation of complex asset-holding arrangements. She works with legal and tax advisers internationally to design and implement structures that address ownership, control, governance, taxation and succession together.
She also heads the firm’s Corporate & Trust Services arm, overseeing the establishment and administration of client structures. Her corporate advisory work includes business formation, acquisitions, restructuring, shareholder matters and ongoing company law and tax advice. This operational experience informs her approach to ensuring that structures remain workable beyond their initial establishment.
Priscilla advises exceptional individuals and their families on acquiring Maltese citizenship by merit, helping them articulate and substantiate their achievements, contributions and proposed engagement with Malta. Her work connects the applicant’s professional, entrepreneurial, philanthropic or cultural accomplishments with a coherent application, supported by appropriate evidence and project governance. She integrates citizenship planning with tax residency, wealth structuring and family succession considerations, coordinating with the firm’s immigration and private client teams throughout the process. Her broader residence advisory work includes Maltese tax residency and permanent residence.
Priscilla holds a Doctor of Laws degree with a focus on trusts law and a Master’s degree in Financial Services from the University of Malta. She also undertook studies in Private International Law at the University of Perugia. Her professional affiliations include the Chamber of Advocates, STEP and the Institute of Financial Services Practitioners.
