Malta’s 2020 investor-based route to citizenship allowed eligible applicants to acquire Maltese nationality through investment and contribution. Though now replaced by the EU-compliant Citizenship by Merit model, the 2020 route remains a milestone in Malta’s citizenship legislation. The Malta Citizenship by Investment Programme grants citizenship in the Island of Malta after 12 months of legal residence.  Malta Citizenship by Investment applicants receive e-Residence Cards granting Maltese residency with full Schengen rights at the outset of the programme.  If the due diligence process is successfully completed and the contribution is made to Malta, Maltese citizenship is granted and the new Maltese citizens enjoy access to 180+ countries visa-free including the UK, Canada and the USA. Maltese Citizenship by Direct Investment is regulated by means of Legal Notice 437 of 2020 (SL 188.06), The Granting of Citizenship for Exceptional Services Regulations.

ELIGIBILITY
  • The Main Applicant must be 18 years of age and in good standing.
  • The Main Applicant is to make a contribution of €600,000 when an application is submitted after 36 months of residence or €750,000 when the application is submitted after 12 months. An additional non-refundable contribution of €50,000 to the Government is to be paid for each additional dependent (spouse, parents, grandparents of main applicant and spouse, children who have not yet attained 29 years of age)
  • The Main Applicant is to purchase a residential property for at least €700,000 or rent a residential property for a minimum of €16,000 annually. Property bought or rented is to be kept for at least five years and cannot be rented out during this period.
  • The Main Applicant is to donate a minimum of €10,000 to a registered sport, scientific, cultural, animal welfare, artistic NGO as approved by the citizenship agency.
