Requirements

Citizenship By Exceptional Services

Malta Citizenship by Investment is governed by a formal legal framework for citizenship through exceptional services by direct investment. Applicants must follow defined requirements and satisfy the conditions set by the relevant Maltese authorities. The framework is designed to ensure that only eligible and properly vetted individuals may proceed. Professional guidance is essential to ensure that the application is prepared in line with applicable rules.

Meeting Key Applicant Requirements

Applicants must demonstrate suitability, good standing and the ability to satisfy the programme’s requirements. Eligibility is assessed through personal documentation, financial information, background checks and other supporting evidence. Family members may also need to meet relevant criteria depending on the application structure. Each case should be reviewed carefully before proceeding.

Required Qualifying Commitments

Applicants are required to complete the qualifying contribution and investment obligations attached to the citizenship route. These commitments form a central part of the application and must be planned with care. The exact structure depends on the applicable legal requirements and the applicant’s circumstances. Expert support helps ensure that the process is handled efficiently and correctly.

Rigorous Due Diligence Review

Malta applies a detailed due diligence and vetting process to protect the integrity of its citizenship framework. Applicants should expect comprehensive checks covering identity, background, source of funds and overall suitability. This review is a critical part of the process and should be approached with full transparency. Careful preparation can help reduce delays and strengthen the application file.

PROCESS & TIMELINE

Process/Timeline

Confirm suitability and objectives

The process begins with a detailed review of the applicant’s profile, family structure, objectives and potential eligibility. This stage helps identify whether Malta Citizenship by Investment is the right route. It also allows advisers to outline the likely documentation and planning requirements. A clear strategy is established before the application progresses.

Build a complete file

Applicants gather the personal, financial and supporting documents required for submission. Each document should be reviewed for accuracy, consistency and completeness. Professional preparation is important because missing or unclear information can delay the process. This stage forms the foundation of a strong application.

File with authorities

Once the application file is complete, it is submitted to the relevant Maltese authorities for review. The submission must reflect the applicant’s circumstances accurately and meet procedural requirements. Advisers support the applicant throughout correspondence and follow up. A well organised submission can help the review progress more smoothly.

Undergo detailed checks

Authorities conduct extensive due diligence to assess the applicant and any eligible family members included in the application. This may involve verification of identity, background, financial standing and source of funds. The applicant must respond clearly to any requests for further information. Transparency and preparation are key during this stage.

Fulfil qualifying obligations

Following the relevant approvals, applicants proceed with the required contribution and investment commitments. These obligations must be completed in line with the applicable rules. Advisers help coordinate the process and ensure that evidence of completion is properly documented. This stage moves the application towards finalisation.

Complete final formalities

Once all requirements have been satisfied, the final citizenship formalities can take place. Successful applicants complete the required final steps before citizenship is granted. Professional support remains important to ensure that the closing requirements are properly handled. The result is a valuable citizenship solution for the applicant and eligible family members.

What success sounds like, from our clients

Antoine is very professional and knows his field of expertise very well.

Chambers & Partners, Private Wealth Guide

I engaged Chetcuti Cauchi to transition my citizenship by investment process, started before the ECJ decision, to the new Citizenship by Merit laws in Malta. Partners Jean-Philippe Chetcuti, Priscilla Mifsud-Parker, and Antoine Saliba-Haig inspired confidence in their extensive experience from the first conversations, which confirmed my decision to work with a local specialist law firm. JP, Priscilla and Antoine stayed involved throughout the case right to completion, in a process that clearly needed senior legal attention. I am now a proud Maltese citizen, having moved from the US to Malta with my family. I'm in love with Malta, the Mediterranean lifestyle, the inclusivity and above all, the warm people I now form part of.
