From investment-linked nationality to a discretionary merit-based route under the Maltese Citizenship Act.
Between 2014 and 2025, Malta operated one of Europe’s most recognised citizenship by investment frameworks. Following July 2025 amendments to the Maltese Citizenship Act, that route has been abrogated as part of a Maltese Citizenship Reform that also introduced amendments to the existing Citizenship by Merit legal framework. This publication explains the earlier investment model, the reasons for its evolution, and the structure of the distinct merit-based system. It outlines the discretionary nature of the citizenship by merit rules, what types of contributions may qualify as merit, and what reputable families should prepare for when considering Maltese nationality.
