Key Changes to Malta Permanent Residence Programme
The Malta Permanent Residence Programme (MPRP) has been updated with several applicant-friendly changes under Legal Notice 146 of 2025. Families applying for permanent residence can now benefit from simplified processes and lower costs. Notably, the introduction of temporary residence permits during the application process means applicants and their dependants may reside legally in Malta while awaiting final approval. The government has also reduced administrative fees for dependants and clarified eligibility criteria to facilitate broader family inclusion.
Temporary Residence Rights During Processing
Applicants can now apply for a one-year renewable temporary residence permit for themselves and their dependants immediately upon application submission.
This ensures peace of mind and earlier integration while awaiting final approval, provided all documentation is in order.
Clarified Definition of Dependants
To ensure family unity, the definition of dependants was clarified:
- Parents of main applicant and of the spouse are eligible if they are not in full-time employment.
- The eligibility scope includes minor children and certain ascendants who meet dependency criteria.
These refinements allow for a more inclusive and realistic assessment of family structures.
Lower Fees for Family Members
Families will see improved cost-efficiency through reduced administrative fees for dependants:
- A flat €7,500 non-refundable fee now applies per dependant.
- Dependants such as minor children and certain parents or grandparents are exempt from this fee.
This replaces the previous system where contributions were also required for some dependants.
Strategic Takeaways for Families Seeking Residency in Malta
These 2025 changes offer a smoother, more predictable path for families planning to make Malta their long-term home. The reduced costs, coupled with the new ability to reside in Malta during the application process, signal the government’s commitment to attracting quality long-term residents in a transparent and family-oriented manner.
