An extension to the Malta Highly Qualified Persons Rules has been published and is to have effect as of the 1st January, 2012.

The amendment introduces a new competent authority, the Authority for Transport in Malta, for the purpose of administering the rules in relation to any employment or office with any undertaking holding an air operators’ certificate where such office was taken up after 1st January, 2012.

To accommodate the amendment, the list of eligible offices now also includes "Chief Operations Officer (including Aviation Accountable Manager)", "Aviation Continuing Airworthiness Inspector", "Aviation Flight Operations Inspector" and "Aviation Training Manager".

A further extension to Malta Qualified Persons Rules introduced a new license category, that is, an aerodrome licence issued in terms of article 71 of the Air Navigation Order which extension is to come into force as from year of assessment 2013.   This effectively introduced an another eligible office which consists of employments with undertakings holding an aerodrome license issued by the competent authority, consisting in employment as Chief Executive Officer.
