Malta: The AIFM’s Jurisdiction of Choice

The coming into force of the Alternative Investment Fund Managers Directive (AIFMD) has significantly bolstered the appeal of Malta as a fund management hub. Thanks to its proven track record as a funds domicile, low cost base and approachable regulator, the jurisdiction already boasted various attractions pre-AIFMD; but the introduction of management and distribution passports and Malta’s approach to the implementation of look-through for remuneration purposes have raised the jurisdiction’s profile further. The seminar will look at how these developments have affected Malta as a funds domicile, and the challenges and opportunities raised by the introduction of the directive.

Speaker Profiles

Joseph Portelli

Joseph has over 28 years’ experience employed in various capacities within the financial industry. He has been employed with Bank of America, Nomura Securities, Goldman Sachs, Millburn Ridgefield, Global Capital and Liongate Capital Management. He has vast experience as a portfolio manager, currency and commodity trader and is currently the chief investment officer and managing director of FMG Funds an emerging markets specialist, in operation for 25 years.

He has been licensed by various financial regulators and sits on a number of boards of financial companies including the Malta Stock Exchange. Joseph is also a visiting lecturer at the University of Malta's Banking & Finance Department and has also taught courses at the Central Bank of Malta, Malta Institute of Accounting and other institutions. He is also a regular contributor to the Times of Malta, writing about investment education. Joseph graduated with a BA from Baruch College, City University of New York.

Mazhar Mansoor

Mazhar has 28 years experience in very senior compliance, risk, MLRO and change management roles. He has held the role of head of compliance at Premier Asset Management Plc and Quorum Capital Management, Associate Director for Controls and Risks at Foreign & Colonial Plc and Senior Vice President Operational Risk at Financial Risk Management Ltd. Today he leads ESMA Compliance Consultants Ltd, an FCA authorisations and compliance specialist consultancy.

Daniel Simulevic 

Daniel currently serves as the Chief Investment Officer of Seia Capital Management Ltd. where he also functions as Portfolio Manager and Head of Research.  Seia Capital Management is a global macro AIFM incorporated in Malta, which launched in April 2014.  Prior to Seia, Daniel had over 10 years of industry experience through his employment at Pivot Capital Management where he held the roles of Junior Portfolio Manager (2009-2013), Head of Research (2006-2013) and started as a Research Analyst in 2003.  He holds a BSc in Economics from the Stockholm School of Economics Riga, is a CFA Charter holder and is a Financial Risk Manager (FRM) from the Global Association of Risk Professionals (GARP).

Stefania Grech 

Stefania is a member of Chetcuti Cauchi Advocates’ financial services regulatory team, and advises funds and fund managers with respect to authorisation and compliance matters. Before joining Chetcuti Cauchi Advocates, Stefania worked for a number of years at a specialist Maltese compliance consultancy firm. Stefania has worked on the set-up of some of the first AIFM compliant managers in Malta, and enjoys broad experience in he sector.

Charles Cassar

Charles Cassar leads the financial services regulatory team at Chetcuti Cauchi Advocates. Charles has advised clients from a variety of sectors of the financial industry including investment advisors, funds and their managers, insurance principals and intermediaries, banks and financial institutions. Charles is particularly interested in the intersection between technology and financial services, and has built a clientele which includes forex brokers, online payment institutions and virtual currency operators. Charles regularly delivers training sessions, career talks and seminars and has spoken at the University of Malta, Maastricht University and Society Education.
